Terms and Services

The rules for voting, paying, organizing and taking part in competitions on VoteCam. Please read them carefully — by using VoteCam you agree to them.

1.About VoteCam and these terms

VoteCam is an online voting platform based in Cameroon. It lets the public support candidates in talent shows, pageants, awards and other competitions by buying votes with MTN Mobile Money or Orange Money.

These Terms and Services (the "Terms") form an agreement between you and VoteCam. They apply whenever you visit the website, vote for a candidate, apply to become an organizer, or appear as a candidate. If you do not agree with them, please do not use VoteCam.

Some sections apply only to certain people. "Voters" are anyone who buys votes. "Organizers" are the people or businesses who run competitions on VoteCam. "Candidates" are the contestants in those competitions.

2.Who can use VoteCam

You do not need an account to vote. To pay for votes you must:

  • be at least 18 years old, or have the permission of a parent or guardian;
  • own the mobile money account you pay with, or have the owner's permission to use it;
  • give accurate information whenever we ask for it.

Organizers must be at least 18 and pass our identity checks before a competition goes live.

3.How voting works

Every vote on VoteCam is a paid vote. Each competition sets its own price per vote, and the price and total amount are always shown before you confirm a payment.

You can buy up to 1,000 votes in a single payment and make as many payments as you like while voting is open.

Your votes are added to the candidate's total only once your mobile money operator confirms the payment. If a payment fails, is cancelled or times out, no votes are added and you are not charged by VoteCam.

Voting stops at the closing date and time shown on each competition. After that, votes can no longer be bought and the final ranking is locked.

4.Payments

Payments are processed by MTN Mobile Money and Orange Money. You approve every payment on your own phone with your mobile money PIN. VoteCam never asks for, sees or stores your PIN.

Prices are in Central African CFA francs (XAF). Your mobile money operator may charge its own transaction fees, which are set by the operator and not by VoteCam.

Every confirmed payment gets a reference that starts with "VC". Keep it — you will need it if you contact us about a payment. Your votes are also listed under My Votes.

5.Refunds

Votes are final. Once votes have been added to a candidate's total, they cannot be cancelled, moved to another candidate or refunded, including if the candidate does not win or is later disqualified.

We will refund or correct a payment when:

  • you were charged but no votes were added;
  • you were charged twice for the same payment;
  • the competition is cancelled by VoteCam or the organizer before voting ends.

To ask for a refund, contact us within 14 days of the payment at support@votecam.cm with your payment reference and the number you paid with. Approved refunds are sent back to the same mobile money number.

6.Fair play

Rankings only mean something if everyone plays fair. When using VoteCam you must not:

  • use bots, scripts or any automated means to buy votes or access the site;
  • pay with a stolen or unauthorized mobile money account;
  • make fraudulent payment disputes to get votes for free;
  • try to hack, overload or interfere with VoteCam or its payment systems;
  • impersonate a candidate, organizer or VoteCam staff member;
  • harass, threaten or abuse candidates, organizers or other users.

If we detect suspicious activity, we may remove the affected votes, flag or suspend the candidate or competition, block the payment number involved, and report the matter to the authorities. We do not refund votes removed for fraud.

7.Rankings and results

Candidates are ranked by the total number of confirmed paid votes they receive. Rankings update in real time as payments are confirmed.

Each competition is run by its organizer, who sets its rules, prizes and how the winner is chosen. Some competitions combine public votes with a jury's decision. The competition page and the organizer's rules explain how the winner is decided.

Prizes, events and awards are the organizer's responsibility. VoteCam provides the voting and payment platform and does not guarantee or deliver prizes.

8.Terms for organizers

To run a competition you must apply through the Become an Organizer form and be approved by VoteCam. By applying you agree that:

  • all the information and identity documents you provide are true and belong to you;
  • you have the right to run the competition and to use the names, photos and content of every candidate you add;
  • you have the consent of a parent or guardian for every candidate under 18;
  • you will publish clear rules, prizes and voting dates, and keep to them;
  • you will not add fake candidates or buy votes to change the result.

VoteCam keeps a platform fee from the gross vote revenue of each competition (currently 15%). Your share is paid to the MTN Mobile Money or Orange Money number you registered, after any refunds and fraud adjustments.

We may pause payouts, suspend or close a competition, or end your organizer access if you break these Terms, if we receive credible complaints, or if we need to investigate suspicious voting.

9.Candidates and their content

Candidates are added by organizers. Candidate profiles — name, photo, category, bio and vote total — are public.

If you are a candidate and something on your profile is wrong, or you did not agree to appear on VoteCam, contact us and we will review it with the organizer. We may remove content that is false, offensive, or infringes someone else's rights.

10.Our content and yours

The VoteCam name, logo, design and software belong to VoteCam. You may not copy or reuse them without our written permission.

Organizers and candidates keep ownership of the photos and content they provide. By uploading them, they allow VoteCam to display them on the platform and in promotion of the competition for as long as it is listed.

11.Availability of the service

We work hard to keep VoteCam running, but we cannot promise it will always be available or free of errors. Voting relies on mobile networks and mobile money operators that we do not control, and delays or outages on their side can affect payments.

We may update, pause or change parts of the service at any time, for example for maintenance or security reasons.

12.Limitation of liability

To the extent allowed by law, VoteCam is not responsible for: decisions, prizes or conduct of organizers; the outcome of any competition; losses caused by mobile network or operator failures; or indirect losses such as lost opportunities.

Where VoteCam is found liable, our total liability to you is limited to the amount you paid through VoteCam in the three months before the event that caused the claim.

Nothing in these Terms removes rights you have under Cameroonian consumer protection law.

13.Changes to these terms

We may update these Terms as VoteCam grows. When we do, we will change the "Last updated" date at the top of this page, and for important changes we will show a notice on the site. Continuing to use VoteCam after an update means you accept the new Terms.

14.Governing law and disputes

These Terms are governed by the laws of the Republic of Cameroon, including Law No. 2010/021 on electronic commerce.

If you have a complaint, please contact us first at support@votecam.cm — most problems can be solved quickly. If we cannot resolve a dispute together, it will be brought before the competent courts of Douala.
